Is there anything that would prevent a lvl 3 skiller from getting a family crest and one of those flag things?

Yeah basically you're free to get a crest and make a banner etc, but you're limited as to what you can choose because some of them have req's you can't meet.

Crests not avaiable to a level 3 skiller:

 

 

 

Saradomin, Guyhix, Zamorak (requires high Prayer)

 

Fairy (Lost city needs combat)

 

Dragon (Dragon slayer is combat related)

 

 

 

It looks like Dorgeshuun may be possible, and it might be possible to kill Johnny the Beard (Shield of Arrav) without levelling, to get the Arrav crest.

 

 

 

With the end of wilderness skulling, you would have to enter the Abyss to get skulled for the Skull crest, and probably teletab out immediately to remain alive & skulled.

To get a Family Crest from the Heraldy, you must have completed Wanted! Quest.
