What's the best way to get them? Barrows? Is there a fairly low level monster that drops them; or at least a high level monster you can safe?

I believe ankous drop them. Barrows might work if you use slayer dart.

I like Bloodvelds myself.

Get 50 slay and safespot bloodvelds. (they do drop lots of bloods and some stuff worth alching)

 

 

 

Else ankou: they drop lots of bloods and deaths, but are often crowded. (use bones to peaches if you decide to do those: keeps you longer there, and is rather cheaper than normal food; can be bought in tabletform in the ge)

 

 

 

dark wizards are a slow to get bloods, but they're easy to kill, no food needed when wearing d-hide. (althought I don't recommend them)

 

 

 

 

 

Easiest is just seeing what monster gives you best drops, get cash from them and buy bloods from ge (they're priced pretty low now)

I personally do Barrows, but ankous are alright. Bloodvelds have a bad rate of dropping bloods, really it does, so don't bother with those.

barrows is great for blood runes, if not kill ankous, but I suggest more barrows

Eh....i think you could get some quick ones from chaos druids, not sure cause i haven't fought them for years now.
