How did you expect them to accomplish this? They liscenced it to Jagex to use in their software. 3rd party would be using software that has nothing to do with, and is therefore unapproved, by Jagex. First party is stuff exclusively designed and made by Jagex.

Technically Java is a "3rd party program", although not on the same scale as JOGL.
