Like, if two players click on the flag at the same time, the player with the "better" ip address gets it first. It might be related to that, I'm not sure. When you connect to the internet you are given an IP adress as an unique identifier to which computer you are on the global computer network that we call "the internet". I suppose if something happens simultaneously on Runescape, the person with the lower number on their IP is allowed to do something first - or at least that's what some may believe (I doubt it myself, however). The ONLY way an IP could affect your connection is if your IP given by your ISP expires (usually 24h). Essentially, make sure you reset your internet once a day!
