Wouldn't be fair if you got a good item every time would it? I've done hundreds of clue scrolls with nothing but rune axes and firelighters. But I can tell you that even lvl 3 clues can give scrappy rewards. You could be lucky though, and get a valuable item, so dont give up! I must say that even when I get low rewards I always profit from a clue hunt. You are not going to get high valued Treasure Trail items all of the time. JAGeX had made it so that you will get some random items as well, or only get random items, and vice versa.
