Because the whip speed is so fast, deals high damage, and is accurate, it will save you time training attack and defense in the future.. Whip on controlled is better than using a Dragon scimitar + Defender or Saradomin Sword for strength, and then whatever else for attack and defense.. And it's also good to have your melee stats somewhat close, to be a balanced warrior.. I can't stand training all day without getting a single level, so I personally don't use Controlled, but if you don't mind the long pauses in between the leveling then I don't see a problem. According to a few quick studies a few friends and I did, you get 0.01 more hp xp per hit you hit >.>, or something like that. And since whip can only train strength that way, and the whip is the most almighty weapon ever, it's worth it. But like Zierro said, patience is needed. Look at the stats of whip compared to any other weapon - obviously any training method using nothing but whip would be the best :P As for the 'slow leveling' people, your getting XP faster then any other way - your going to get your 100 combat or X level the absolute fastest with this. However, if you look at the total xp gained by training with whip compared to all other options, it's the best training method in the long-term. So shouldn't having the highest possible attack and strength before training defense be the best option? Now I'm not suggesting 99s in both before you start defense training, but that should be faster, although impractical.
