I talk to them with and without wearing the lucient pendant and they att me, but ive killed over 20 and still no drop. Pretty sure I went down in the dungeon where you did the quest and asked someone for another one and dropped and asked for another one and so on till i had a few. It was kind of a hassle. I killed over 100 after Gwars came out, only to discover I still had mine in my bank :? :D If you did the quest one way you get the pendant 1st time if you talk to guardian.
