For melee, given your budget, it's whip+defender, neitiznot, Torag's/granite (get both) plate, and verac's skirt or dragon plateskirt (get both). Ah, this reminds me about the noob on the Runescape forums who was upset with the quest "Cold War" because apparently his grandparents died in the war. :wall:
