There are better reasons to complete legends than the shield, such as for other quests or a cheap cape if you go pking. It is an incredibly effective way to waste 15 million GP on an essentially useless item. For basically any melee situation, rune defender is better. For basically any range situation, blessed spirit shield is better. Saves around 13m, has no negative range, and gives +3 prayer. The defenses differ by about 20 or so.
