Unfortunately you end up with 33~ million people. You wouldn't even be able to arm them all, or at least not well. And then you would have to pay something like 1~ million instructors, feed and clothe everyone, and pay for munitions.

 

Mandatory service wouldn't work for China.

 

Let's just make it reasonable, and say that Rocco trains 100,000 a year until reaching some sort of limit, leaving him with 300,000 troops right now. Then we don't have to deal with this crazy hooplah, and it actually seems reasonable (making it take 7 years for his military to get back to its old condition).
