It's pretty simple. Pick a country, take its gdp (from this list)

And that amount has to last you for 10 years.

If you want to increase it, you spend a portion of that on infrastructure. The more you spend, the more it improves.

Yup. Funny thing he doesn't realize is that he could bully other countries around (like Iran for example), except the demands he's chosen were so outlandish that nobody would agree to them.

I'm pretty sure I was the one who suggested that he take Mexico, back at school. Dungeonal seems a bit imbalanced at the moment, so I'd be happy to have a Southern ally. I'd probaly give military subsidies so he could build a defensive wall.
