If you annex forcefully (through conquest), then your infrastructure is averaged with the poor country. If you annex peacefully, then your infrastructure is averaged, then that new average is halved. Peaceful annexations hit your infrastructure a lot worse than annexing by conquest. Damage to infra from conquering is from damage done during the war only. Annexing a country means 'I say I am annexing a country' 10 days later 'I annex a country' Invading a country means you go in a conquer it. You only lose infrastructure if you bomb(which I thought Rocco was doing...sorry) or the fighting is particuarly fierce...
