I will be using several of these (along with massive freighter/production ships) at planets like pluto to mine asteroids that will be brought to me by... ships with a small armament that work as tugboats. Grim, I will make the moon a neutral territory, and build a matter gate for it, so you don't need to build one. Basically the rule is that you can't bring an army of soldiers, or bioweapons.
