You can go down to about 1 trillion negative. If you don't solve the deficit by the end of the decade then your IAG is reduced by 90% and your empire falls apart.

What if it is less than 1 trillion negative?

I mean if it us between 0 and -1,000,000,000,000

So if it is more than -1 trillion but less than 0....well they can spend money up to 1 trillion, but if they don't balance the deficit by the end of the decade then they take a 90% IAG hit and their empire starts disintergrating....
