Easter carrot

Apparently, as a way of giving F2P a fun weapon, Jagex has included the easter carrot as an option for (all?) players to redeem, whether they completed the event or not. On my current account, which I began less than 2 months ago, I can obtain the easter carrot from Diango. However, I have completed the Easter 2010 event (in which year the prize was the squirrel ears, not the easter carrot), leading me to ask: Is the easter carrot available yearly from the Easter event, or for all players?

 

Edit: Apparently it was given out, but was wondering why they gave out the carrot when they could have just done a repeat of the chicken

If you didnt get it in the 09 event you were given it in the 2010 event.

the Chicken is an extremely rare item. Only dedicated and longstanding players have one. The carrot, on the other hand, is atrociously common because it is so recent. So, in the attempt to frustrate less people, Jagex must have decided it was better to give away the item that more people obtained, so they would disrupt the balance the least.

That's weird. I've done 2010 on a few accounts and not gotten the carrot. The only accounts that do have the carrot are the ones who did the 2009 event.

I wasnt playing at the time of the 09 event, but I was awarded the carrot and the squirrel ears when I completed this years one.
