Super mods have unique powers regular moderators don't. Imagine giving it to every mod, would cause problems. Can also be considered "Senior moderators" considering they're usually mods that have been around for a while.

We like moderators to get used to our policies, standard operating procedures and warning users before giving them additional and more stressful responsibilities :)
