Right now I am at level 82 magic and money is not an issue. What is the fastest way to raise magic, and how much will it cost me roughly to get to 99?

For fast xp, next to barraging, I would recommend you do String Jewellery (level 80) until 86, and then Plank Make (level 86).

Both spells require the Lunar Spellbook, thus Lunar Diplomacy, and Dream Mentor is required to cast Plank Make.

 

However costly, this is some of the fastest experience you can get.

The price, of course, is that of the number of casts you'll need + the supplies (amulets to string/logs), minus any finished products you sell (if any).

You can calculate the number of casts required here.

 

However if you do plan on getting your summoning up, you might be best of barraging.

I would say bursting rock lobsters is a lot more reasonable than training with lunar spells, as its very fast, gives more diverse gameplay, and last but not least gives maybe the highest drop rate of crimson charms per hour. It will be immensily useful for training summoning after you reach 99 magic!

My lame drops:
6 Effigys
1 D Med - 1 D Dagger
1 Verac's Helmet - 1 Guthan's Platebody

Absolute fastest way is Barraging Monkey Skeletons.

 

Most sensible way would be to burst rock lobsters then as you get level 94, ice barrage them.

Second that, although you'd need to start with bursting until you reach ~90(with mage boosts). It's not incredibly expensive anyway.

First to 99 Farming on 27. September, 2005.

First to 3766 Port Score on 20. March, 2014.

First to 4664 Port Score on 2. March, 2015.

You can also try smoke barrage (86 magic) which isn't as fast as ice barrage but faster than ice burst (220 vs. 270 max hit).
