Must be purchased from the reward trader of Daemonheim.

Boosts your ranged attack by 20% and Defence by 25%.

Does it mean range defense or just defense that it boosts by 25?

 

It boosts your defense by 25%, not ranged defense. Which, depending on how the range/mage defense calculations work, I can't remember, will give a 17.5% range defense bonus or a 7.5% range defense bonus. (I can't remember if Ranged defense is calculated with 70% range level and 30% defense or vise versa?)

Er, MAGE is the combat skill that takes itself into account for defence against it. Pretty sure melee/range def just depends on your def level.

The only thing wrong with it is the lack of a percentage for when you need to stroke it.

i'm 99% positive it's only mage. because I don't find it any easier/harder to hit someone with range if their level is lower or higher.

 

And if that were the case, how the hell are we able to hit K'ree ara?

It's only magic, not ranged, and to reiterate what others have already said, it boosts your defense level; there is no ranged defense (other than armor).

The in-game "logic" behind it is thus:

 

Defence level is how well you can dodge, evade and otherwise resist physical damage. eg a weapon stabbing into you or an arrow hitting you. (they do after all ultimately both rely on a bit of metal doing physical damage to you)

Magic defence is taken mostly from mage level because magic uses magical energy to damage. The better you control such energy, the better you can resist it. Also it isn't primarily physical damage; beyond the relatively weak impact of energy upon you its damage comes from the energy being released.

How sure are you in the 70:30 for magic defense? I mean, this assessment is very likely true in principle(although there might be small components added in melee/range defense aswell that we don't know about), but the number just seems to be thrown out there. I'd like to see the proof that it isn't, for example, 100% magic defense+ 50% defense level, adding to about the same proportions, but not being limited to just 100% total(of which there is no proof).
