That was part of the reason I wanted a refinery, as well. It costs a heckton, eats fuel like a [bleep], and would glass a city block if it were ever destroyed, but damn is it powerful. Generally when there are only a few puzzles left, people compete to finish them first and get their tech. I'm assuming that's what happened here, since it was one of two remaining.
