I don't know why you don't want summoning, if it's for a pure remember that summoning doesn't contribute to combat level in the wilderness and wolper is very good for pking in the deeper wilderness. Not sure what the cost is though. superheating should still be faster and provides smithing exp that I personally value very highly. And yes monkeys are easily 1.5x faster than rock lobsters. If you don't want charms/summoning definitely go with monkeys. And also yes smoke burst->ice burst->smoke barrage->ice barrage is fine. Not sure how much more/less expensive it might be though.
