Say you live in New York, and it's 8 PM where you are. It would be 1 AM in London, so playing on a London server would be a good choice, usually without a lot of people. Or if it's 1 PM, it would be midnight in Sydney (I think), so that would be good. And for your second question...You probably can mine 600+ ores an hour.
