They know they are a failure because 1/3 of their country suffer from malnutrition. So they build nukes because they're too proud to admit their wrong doing. It's the government that wants the bargaining chip of nuclear weapons because it's just so easy for every country around them to impose sanctions or hold back on the food aid. Of course it's not a friendly attittude, but what if they don't want to be friends with the western world? They have the right to. A country with another ideology isn't an annoying country, it's a different country. Most Korean (north) still belive that there country is activly fighting the Americans right now, even though the Korean war is over (although it might start up again). China(they'd get killed) or South Korea(their exact opposite in every way). But if North Korea attacked South Korea they would get their ...s kicked by all the other countries. So the only real thing they could accomplish is getting a larger army which they already have. Even China is agreeing that North Korea needs to stop! China! the biggest communist threat in the world! The DRV was a democratic nation by dint of the ICP's base of popular support. Likewise, the RVN was technically a democratic nation, although that is debatable considering US actions surrounding Ngoh Dinh Diem and Nguyen Van Thieu. Oh, wait, sorry. War was never declared on the DRV. My bad. Also, that Wiki page's argument relies heavily upon the logical fallacy of correlation implying causation. Most functional democracies are formed during a period of stability when nobody would want to fight anyway. Its economy is practically running on the goodwill of China and the rest of its trading partners, just like everyone else's. This is the 21st century, and we have something called the global economy. It's been around for some time. The difference is that most other nations aren't in a huge cesspit of national debt. If the y go down Canada is going down with them (about 70% of the economy last time I checked). The US economy runs on war machines (I wont go into detail), if the y stop making them they go down.
