Any combat stat at PC. You get like 100k exp an hour if you get into a clan. You spend zero, and get awesome combat skills.
Oh sorry i forgot to post non combat skill

well... i think fletching would be the fastest and you would actually make money by alching the yew longs you make. This is quite a commen cape but its by far the eisiest if starting lvl 70 or over.

business in the front, party in the back

You, sir, are a hero.

Fastest/cheapest = Cooking. Or fletching; takes a while longer than cooking but is profitable. Firemaking if you have the money to burn yews; if you do it will be faster training than cooking. (of course you have to burn willows/maples to 60-65 first ::' )

Fletching and Cooking may be the two fastest and most profitable skills to get 99 in, they're also the least admirable; to me at least. I mean.. you can buy either of those skills and make a whole lot of money at the same time. But others, such as firemaking, are easy and still retain their admirability (if that's a word). Not buyable with profit, and the emote rocks, in my opinion.

Thieving is quick and Very profitable i recommend getting 54 Hunter for Gloves of Silence then Master Farmer to 99 thieving youll have atleast 1000 rannars seeds by the time your done , Thats 20mil alone. Plus Thieving Skill Cape owns.

You Miss 100% of the opportunities you dont take.

Hmmm im thinking about cooking now... thanks guys

But what should i cook for 99 that costs under 3m?

DO NOT say chicken or beef

Well that's all you'd be able to afford, anything else (including trout) would be above the 3m threshold, unless you manage to find 162k raw trouts for 18 each. So, no, nothing practical would help you unless it is chicken or beef :D .

Well..You could always buy Raw Trout 50 ea, and Salmon 70 ea, and sell them for 50 and 70 ea, and make no profit. Thats what I did to go from 70-79 in about 3 days.

Hunter... definately not the fastest. If you're on a 3m budget then cooking is best. Buy raw lobsters for 240ea on W1 (gets you approx. 12.5k raw lobsters), cook the raw lobsters, sell for the same price in world1 and repeat.
Liking this idea though i just spent the 3m... ill use that method when im ready probably
