But if you're an employee, investor, etc. and don't own a business, life's pretty good in Brunei :) It's a very wealthy country, so the money you save by not having to pay taxes can be spent if you wish to, with possibly even better shopping and retail opportunities than in some western countries.

Like when teenagers are on the phone and not really saying anything. Waiting for some one to bring up conversation.

I mean that when someone is in a telephone call, 67% of the total time spent in said call is spent transmitting nothing. That means that using constant bitrate encoding to transmit is wasteful, since it encodes silence into a relatively high bitrate. By using variable bitrate one can have the silence encoded at a relatively low bitrate, making more efficient use of transmission medium. I'm not talking about the telephone calls of particular groups of people; I'm talking about telephone calls in general.
