best is a matter of opinion, if you like speed over power, or power over speed, or a combination of both (which wouldn't be very fast or strong)

i'd take a d scim, since it's as fast as whip, almost as accurate and do only have 1 max hit under whip. why pay 1.6-1.7m extra for 1 higher hit? :-s

Definetely go for a d scim. At 83 combat, you shouldn't have a problem with the quest.

Whip for general use and Dragon Scimitar for training Strength.

scimitar rocks(level 96 and i'm still using it!)

Whip for training attack and def, and d scimmy for training str.

The whip is amazingly fast defense and attack xp, the scimmy is great for strength.
