If dual weilding were to come around they would have to make it work with the current system or design a new one. I suggested having a magical stone as a rare drop which equips to your shield hand and clones your current weapon in one "metal" less (dragon to rune, rune to addy) this would balance it. (I hope) If they were to do this another way I would say higher attack and agility would come into play.
