From what I see after crafting a bag of law runes you will have to exit the altar, run all the way back to the ship and sail to Port Sarim, run south, take a ship to Pest Control, run down, bank and return to Entrana. If there was a Pest Control Teleport this would be quicker... Draynor: Glory tele, bank, run to boats, run to altar.

Try talking to Dustan - the person who gave you the talisman or Denulth. If one of them do not give back the talisman then it's lost forever. The only way to craft law runes is by the Abyss.

The quest in general was not hard at all. The final battles are just a repetition of the monsters in Desert Treasure (a little weaker) and Horror From The Deep (a lot stronger). The key to success is organization and know what you are doing.
