You need a minimum of 66 although most people do 69. If you have 66 you need stew(rare to get +6) + saw. With 69 there is no luck involved, saw + tea = +6. (Tea and stew do not stack on top of each other).

The only way to prove the effectiveness of a ROW at dust devils would be to kill an ungodly amount of them. (Think in the millions). This is due to the rarity of a D-Chain drop. (At least 10000-1). So just wear it as jagex has claimed that it helps get rare drops and a D-Chain is definitely a rare drop. There is really no negative to wearing a ROW as wearing one isn't going to decrease your chances of getting a D-Chain.

Make sure you start off each trip with full prayer. (Either recharge in lumby or your house). Pray Dharok first unless you plan to safespot him in tunnel. Then kill Karil with remaining prayer. Safespot the melee brothers if you must but i recommend wearing full rune and killing the brothers in their crypts without prayer. (Get 70 def and buy Torags armour. There is really nothing special about not using Ppots. It is all about wearing armour with high def bonuses and eating when your hp gets low.

There's nothing wrong with either of these two. An item can be extremely valuable in real life due to its rarity. This is mostly seen in paintings and antiques. Also, you can't do something that takes skill if you have never been taught how to do it in real life. (You can't cook a lobster well if you have never been taught before).
