Achieved 65 ranged, got a rune med drop from lessers, and got 60 slayer. If I can't get 61 slayer today..I'll get easily tommorow! :) I'm also close to 74 str. =P~

No, not unless you have sufficient evidence that you believe that they are indeed macroing or breaking any rules. You can't just suspect that ALL level 3's are doing that because some other are.

All 99 skills, 200M exp in each skill, every holiday drop, and rare. Every good item/hard to get item in your bank, all quests+achievement diary done, all music unlocked, been to all areas (literally), done all minigames, met the top 10 people in rs :P, and friends list full of REAL friends, and same for ignore (not bs), there's more but idk what else..so i have LOTS to go lol... :ohnoes:

I don't think you can complete RuneScape due to all of the new updates. You'd have to have all quests done, achievement diary done, every (good/hard to get) item, every rare, every holiday drop, every skill to 200M exp, friends list and ignore list full (:P), umm...done every minigame, been everyplace in runescape, etc...there's still alot more too. :shock:

If I had unlimited money, I'd probably get a mud staff, body runes..and wear the most negative mage attack armor i had and cast those spells..
