One idea here, cut willow till 70 then move on to yew. Is not fastest but is not bad. I reccomend edgville yew.

Best thing I ever got free, This guy came up (I think he was quitting?) Anyways, he gave me some rune pics, hatchets, weapons, cash, and full saradomin. Was feeling pretty good that day. Was quite poor at the time to. :

Moss on crandor till around 60 is my advice. After that I would say lessers for pretty good drops.

Trust me, is not take 4 month, I burned 90% willow and did around 1k per hour. Other 10% was from cut and burn as I go yews in rimmington.

They can take away all stat bonus for all care, the main thing is the recognition for an achievement.

Personally I think 99 is high enough. There isnt alot of stuff for high lvl in most skill yet anyways so they can still be expanded.

It's not like it would replace highscore listed by total. Just and addition of other OPTIONS.
