I went out and tried something like that on Saturday night to see if I could get it to work. Put your camera on manual, set the ISO as low as you can which on the D40X (You have a D40X right?) I believe is also 200. Set the shutter speed to about 6-8 seconds and the aperture to around 7. Use a tripod lol. Or at least, that's what I've seemed to get as the best settings for my camera pointing at street lights maybe a bit off in the distance. The closer you get, of course, the shorter the shutter speed.
