It depends what your definition for crowded is. There's usually at least one person in every world, but if you go world hopping you should be able to find a free one in around 5 minutes. It also depends on what time it is. Late in the night there are lots of empty ones because most of America is asleep.

There are other factors to speed up the process besides Whip and Defender - such as Bandos, Slayer Helm/Black Mask, Super Sets, boots, ring, Fury/Salve, etc.
