You can buy it on P2P, but to be honest, I wouldn't see the harm at all in being able to but it off the dwarf after the quest, similarly to the way you can buy silverlight from Sir What's-his-face, as you mentioned.

You state "Prayer or HP anyway." but why not the other things? . . . Is it all that bad? It's not all that bad, but you can get more Attack/Defence/Strength XP (Maybe not so Range/Magic) by training on other things. HP and prayer are one of the hardest skills to train in the game and this mini-game makes it a whole lot easier. Perhaps too easy..

Like all things should be on this game, to add an extra element of fun =) I "Lol'd" to all the people who say/said RSC PK-ing took skill. If you're referring to 'catching', the easiest bug to exploit in the game is not skill.
