To answer some of your questions. Yes you can get pked, but you can only use magic in the mage arena itself. So no, this would stop all rangers and meleers from pking you. Second, 100 casts go by really fast, because they count whether you hit or fail.

Well.... 99 prayer is always nice to have but... you could get like 3 other 99s instead. E.g. Crafting, herblore, cooking(very cheap), fletching, construction.

Getting a clue is totally random, and a RoW will not help you get a clue or a better reward.

Better go with 99 magic for a few reasons: A. you can't get scammed with magic as with guthans(unless your buying runes) B. I tihnk the magic cape is cool C. Magic is a nice skill to have 99 in (ice barrage, all teleports, etc)
