To answer your question, in f2p, yes, I'd get it after you get the other stats. Pray is a ton more helpful and required in members than f2p.

As long as you have plenty anti-poisons, food, and up to protect from melee pray, you'll be fine. I had those and found it to be quite easy. Especially the boss battle. I started in a safe spot right next to the gnomes, so they helped me while I just stood where I was ranging it.

To get the oil, you need to take a swamp tar to the chemists house in Rimmington. There's a machine there that you use to get the oil. Put the oil in, and then use a chisel on an uncut sapphire, then use it with the lantern.
