I'm sure, I highly doubt it would cost more than the other items combined if the only reason is you dropped it.

That's the reason they are expensive, they are the most in demand because of dying.

You unlock them after the Creature of Fenkenstrain quest. You go right through the tunnel they are in during the quest so you know where they will be. You can't get there before the quest however.
