I can tell you the shantay's awning is where you buy tickets to go through the shantay pass south of Al Kharid. As far as the snail helms, I don't think the light blue one works. The road to Morton is where to get snelms.

A question like this belongs in the Clues and Random events forum. I will move it there for you. As far as an answer I've gone 300 blue dragons with a clue and 6 with a clue. There is no set drop rate that anyone has proven to my knowledge.
