Sand - Yanille, bank on the East side, Sand on the West Seaweed - By the Rock Crabs East of Rellekka. There's a Fairy Ring right by it, combination DKS. If you can't use Fairy Rings then Shilo is probably your best bet.

Fire Giants would probably be your best bet. The drops can easily keep you going. Dagas if you have the Slayer level drop clues so you could make good money there too.

If you're talking about at the Sawmill it's because there is more Steel, so the price is down, and less Iron, so the price is up.

Both are near the Eastern edge of the Khazari Jungle, and if you go to the most Northeast point in the cave on Mos Le Harmless there's 2 Teaks and 1 Mahogany

I'd say train on Strength and Defense to 60 at this point, then keep them ever. For something to train on, keep trying monsters until you find one you like.

I'd definetely go with option %, if you happen to get a Visage, go for it, but if you don't, it doesn't really matter.
