It just rounds up. Say you have 5 items, with the following weights: 1.2kg, 1.8kg, 7kg, 0.1kg, 10kg Adding them all up gives 20.1kg, while in your screen it would display 20kg. Now say you withdraw another item from your bank that weights 0.9kg. The weight on your screen will now show 21kg.

Are you trying to buy one with charges? If so, buy the one without any charges (i.e. no number in the parenthesis). The charges are useless anyway.

Agreed, especially with items in small quantities and items needed for a quest. If you have say 25 adamant bars in your bank, nobody will buy just 25, they are looking at buying in large quantities, and so you were unable to sell them. Same with buying in small quantities, nobody would sell you just 5 oak planks, you would have had to make them yourself, which took some time compared with just buying them.
