It's still legal, but it is highly possible that you can get banned for it. Which is why I would suggest alching in popular place, with private on, and not perfecting the alchs. Every time I alched, I used this. Nothing really to worry about

Does changing IPs bypass the amount of times you can enter a password or something? And 100+ times a day, that would be major guessing, or a program using all possibly letter/number combinations, especially if it jumped right as you logged in. Eg. a fun game where spare time can be spent, and hopefully not something that will interfere with your family, social, or work life. Think of it like trying to juggle High School and Runescape, then multiply the time spent at High School by 3. Not entirely easy, but you're going to end up with spare time again sooner or later, better than starting a meth lab or something.
