I get the smithing rework, but what is so wrong with construction that it needs a rework?

I recently returned to RS and I'm having trouble finding people to dung with, or even rush floors. Official world for 80-100 dung is empty. Any groups out there? Maybe one with voice chat? Want to start serious dungeoneering.

I don't remember exactly when I quit, but it was around time when microtransactions came to game. I'm thinking about going back to game. Are there any guides on how to come back? I don't know anything about new skill, or EoC or ports. I also have 331 quest points. What would be good moneymaking methods for my stats to earn money for bonds?
