T80 (tier 80) just means it requires level 80 in the appropriate level to wield/wear, for example 80 attack for a weapon or 80 defense for armor. Everything is tiered in Evolution of Combat so this makes it easy to compare relative strength of items. There are a few notable exceptions but for the most part it holds true. Godswords are an improvement are a whip, especially the saradomin one for either the active or passive healing special ability. As for the tradeable version of tetsu note that it will eventually degrade to dust with no ability to fix it. I wouldn't really recommend using a set unless you have a good pvm method down and you really need the extra defense.
