Charms are from only Summoning level. Look at Madaboutpika's picture, I get the same amount of charms while he is -Higher combat level -Higher combat skills -Higher Slayer level -Same Summoning level. If that so I'm changing the opening post a bit :) (erased slayer and combat)

I think there's not actual storyline on Runescape, why? Well it's just that the quests are written by so many different people, that they may not connect between each other at all... and trying to connect the dots it's just a headache, because there's no way there's a single, unique storyline for the game.
