Well, the best way to do it would be subtract his 55% of his IAG because of cities being taking over and then increase his Infrastructure by 1.75. Since that is proprotionately accurate.

That seems fairly simple. You would grow the chip in the same way you would grow a bone during the fetal stage. Since it is Silicon, Copper...maybe Gold...The mother would need to take supplements, probably.

I would recommend some sort of research into Cyborgenetics...Alter the DNA so that it creates a chip at the top of the spinal cord which creates a serial number based on the DNA...everyone's would be different, and it has huge potential. 2-3 years sounds fairly reasonable, but the system would be rife with problems...Chips moving, attacked by the body, 1% rejection, systems for people outside the state during the 2-3 year period...ect, ect... It will take 20 odd years for a 99% coverage system(Some people will always be outside), but 90-95% could be covered in the first 2-3 years.
