The way I see it is the best for leveling is fire (not aoe of course). The theory there is kill 'em before they touch you. However, fire has almost no survivability. You're basically relying on crits with fire. After 50, I think it is wise to go frost. But for questing 10-49 go fire. If you just plan to AoE (very boring IMO) then go frost no questions asked. you can kill things easily without them touching you with frost considering its low spellcasting time, slowing down ablities and frostbite. but if you want do what i did, choose which one seems most fun
