When you mouseover the link it gives you the option to click to the right and open in a new window....if you mean internally does it load during a mouseover putting more strain on a website...I think it loads just like a regular page not until you click on the "blue-green" window that it provides next to the link. The little blue box stays next to the link until you hover a over new link. I half like it and half dont, will take some getting used to I guess.
