Hello, I got a friend who knows how to talk in Runescape in ig letters.

 

Example:

 

if you wanna write hello in capital letters, you got 3 options:

 

1) H E L L O

 

2)H.E.L.L.O

 

3)HELLO ÃÆââââ¬Ã Ã¢ââ‰â¢ Does anyone knows how to write like this? please tell me if you know.

If most players can't do it and since it seems Jagex doesn't want people using all caps... I'd say it's a bug.

Just go to Blogscape, you can see what else they do.

Yeha just do the letters using alt codes, but, don't do it it's annoying

It's still a bug nevertheless. I messaged JAGeX about it and they said they are trying to fix it.

...And those are the wrong ones. If you want to report it to Jagex, at least make sure it's what you're looking for :P
