i missed this years event is there any way to buy or get the grim reapers hood?

nope, like the scythe, bunny ears etc. if you don't do the event you cant get the item again. they may release the emote again. .they've done it a few times, but never the items.

The grim reaper is not so nice the problem is that u missed 2 new emotes :(
