Lol, is that a serious question? Go to the wizards tower and run to draynor to bank the ess you just mined,

Varrock is the quickest rune essence mine to the bank as the Varrock East Bank is just steps away from Aubury. :)

I'm having trouble believing this is even a serious question.

 

 

 

Have you tried mining at both? The east varrock bank to aubry is BY FAR quicker than the wizard's tower and there is no other place to mine it on F2P.

 

 

 

Try both...go ahead. It's not even close.
