He was talking about the Firemaking hood in his inventory, obviously meaning he has 99 Firemaking. 7/10, a 99 is hard but fletching has really lost most of the "respect" that comes with a 99. But seriously, I used to have little respect for people with Fletching or Cooking capes, and I've changed my mind recently.
